Mix flour, salt, pepper and paprika, coat chicken with the mixture.
Heat a thin layer of vegetable oil in 12 inch skillet and fry the chicken until nicely browned on all sides.
Remove chicken to platter, drain fat and reserve add water, onion, poultry seasoning and chicken.
Cover and cook over low heat, adding water if necessary, until chicken is done 2 to 3 hours.
Remove chicken to warm platter. Drain liquid from skillet and reserve.
Heat 3 tablespoons reserved fat in skillet. Stir in 3 tablespoons flour. Cook over low heat stirring constantly until mixture is smooth and bubbly, remove from heat.
Add enough milk to the reserved liquid to make 3 cups and pour it into the skillet
Heat to boiling, stirring constantly. Boil and stir one minute. Return chicken to skillet
Prepare Chive Dumplings; drop by the spoonful onto hot chicken. Cook uncovered
10 minutes cover and cook 20 minutes longer
